Rezolv Energy and Monsson have obtained full approval from local authorities to begin constructing Dama Solar, a 1.04 GW photovoltaic facility in western Romania.

Once completed, it could become Europe’s largest solar plant, featuring a battery energy storage system (BESS) with 500 MW operating power.

Located in the communes of Pilu and Grăniceri in Arad province, near Hungary, the project received its final documentation in December, according to Grăniceri Mayor Petru Claudiu Bătrînuţ.

Construction is expected to start in spring or summer, though it may take a year to transport equipment to the site.

The €1 billion investment includes €800m for the solar park and €200m for batteries, spanning 1,064 hectares.

The developers reduced the number of panels but opted for stronger ones, maintaining the original capacity, Bătrînuţ noted. The facility may also power a planned data server farm.

Monsson sold the project to Rezolv Energy but remains involved in support and retains the land. The project’s location was chosen for its infrastructure and logistics potential and will include a vocational training centre for solar energy.

It is estimated to require 1,000 workers during construction and create up to 200 permanent jobs.

Europe’s current largest PV plant is Witznitz in Germany (650 MW), though Turkey’s Konya Karapınar leads with 1.3 GW in peak capacity.
